Tariffs for basic services

FGSZ Ltd regarding its regulated servicing activity (basic services) respects the highest possible non-discrimination, so they charge each System User the tariffs defined in the Decree 31/2009. (VI.25.) “Statement of Natural Gas System Usage Tariffs” issued by KHEM (Ministry of Transport, Telecommunication and Energy) on even terms. Fees payable for  natural gas transmission services are stated in the resolutions issued by the Hungarian Energy Office under administrative proceedings.

 

Tariffs for optional services

Beyond regulated services Transmission System Operator can provide additional services (e.g. data supply). The terms and conditions of these non-regulated services are included in the Business Code. For the usage of such additional services it is necessary to conclude an Optional Service Contract, which is a special, civil law-based contract, with non-regulated, but negotioated-charges and fees.

Data supplying within the gas day is not a basic service, it can be required by the system users against a special fee being included in the Appendix 5 to the Business Code .

The natural gas transmission fees are regulated by authority in accordance with the XL. 2008 Gas Supply Law (GET). The fees are defined by the 31/2009. (VI.25.) Decree KHEM and the amendments thereto. Fees payable for natural gas transmission services are stated in resolutions issued by the Hungarian Energy Office under administrative proceedings.  The capacity fee shall be paid after capacity booked at the Entry and the Exit points. The volume fee and odorisation fee shall be paid after the natural gas quantity delivered at the Exit point.

Transmission fees established in the resolution No 536/2012 and 1172/2012 of the Hungarian Energy Office are in the following table (tariffs in table do not include VAT)

 

Exit points:

International Exit points:

  • Exit point of Hungarian/Serbian interconnector (Kiskundorozsma) towards Serbia, equipped with measuring  system
  • Exit point of Hungarian/Romanian interconnector (Csanádpalota) towards Romania, equipped with measuring system
  • Exit point of Hungarian/Croatian interconnector (Drávaszerdahely) towards Croatia, equipped with measuring system
  • Exit point of Hungarian/ Ukrainian interconnector (Beregdaróc) towards the Ukraine, equipped with measuring system

Domestic Exit points:

  • natural gas delivery stations, equipped with measuring system
  • exit point to the domestic production for blending purposes
  • exit point to the Underground SstorageUGS, used  Exit/Entry point in case of volume allocated for injection purposes
  • the united point of the partial separated plant

Entry points:

International Entry points:

  • Import Entry point of the Austrian/Hungarian interconnector (Baumgarten)
  • Import Entry point of the Ukrainian/Hungarian interconnector (Beregovo)
  • Import Entry point of the Croatian/Hungarian interconnector (Donji Miholjac)

Domestic Entry points:

  • Entry point of domestic production
  • the united Entry point of  domestic production
  • Entry point from the UGS, used  for withdrawal  purposes

The system users have the possibility to book long term (1 year or more than 1 year), monthly and daily capacities. The various capacity booking rules at the exit/entry points are the followings:
 

Long term capacity booking

The annual transmission capacity fee shall be paid in equal monthly installments by the first day of the relevant month after the maximum hourly/daily capacity booked at the exit/entry points of the transmission pipeline system.

In case the natural gas transmission is interrupted due to a malfunction, lasting longer than one calendar day for a reason attributable to the TSO, the transmission capacity fee shall be not due for the days of such interruption.

The capacity for the contractual term shall be booked based on the highest capacity planned to be requested at the exit/entry points. The transmission capacity fee shall be paid based on the capacity booked for the winter period.
In case the booked capacities within the contractual term would fall for the off winter period, the system user shall also specify its bookings for the winter consumption period.
In addition to the capacity fee payable based on the capacities booked for the winter period, the system user shall also pay 5% of the annual capacity fee for the positive difference between the capacities booked for the off winter period and the capacities booked for the winter period.

System users, accepting interruptions shall pay the transmission capacity fee beeing subject to the number of such interruptible gas days as it follows:

  • In case of interruption with 10-gas day duration: 90% of the annual transmission capacity fee
  • In case of interruption with a maximum 30-gas day duration: 50% of the annual transmission capacity fee
  • In case of interruption lasting longer than 30 gas days: 10% of the annual transmission capacity fee.

 

Monthly capacity booking

If the monthly capacity booking at the exit/entry point relates to the winter consumption period, then 90 % of the annual transmission capacity fee  shall be paid for the first month of the booking, and an additional 10% shall be paid for the further months. If the system user books capacity at this entry/exit point at least for three (3) months, such booked capacity shall be used free of charge during the remaining term of the contractual year.

If the monthly capacity booking at the entry/exit point relates to the off winter consumption period, then 20 % of the annual transmission capacity fee shall be paid for the first month of the booking, and an additional 5% shall be paid further months. If the system user books capacity at this given entry/exit point at least for three (3) months, such booked capacity shall be used free of charge during the remaining term of the contractual year, except in the winter consumption period.

Capacity demands concerning the given month shall be submitted to the transmission system operator not later than 12:00 p.m. of the 1st working day of the previous month.

 In case of late capacity booking submission the system user shall pay an extra fee to the transmission licensee beyond the general capacity fee for the contracting period according to the submitted capacity for the given Entry/Exit point(s) that is 1/365 of the annual capacity fee for each late day.

The system user, which assumes interruption shall pay the transmission capacity fee subject to the number of such interruptible gas days as follows:

  • In case of interruption up to maximum 3 gas days: 90% of the monthly transmission capacity fee
  • In case of interruption up to maximum 10 gas days: 50% of the monthly transmission capacity fee
  • In case of interruption up to maximum 25 gas days: 15% of the monthly transmission capacity fee
  • In case of interruption lasting longer than 25 gas days: 10% of the monthly transmission capacity fee.

 

Daily capacity booking

If the daily capacity booking at the entry/exit point relates to the winter consumption period, then 1/30th part of 110 % of the annual transmission capacity fee  shall be paid for every day of the booking. 

If the daily capacity booking at the entry/exit point relates to the off winter consumption period, then 1/30th part of 50 % of the annual transmission capacity fee shall be paid for every day of the booking.

In case the natural gas is taken during the winter consumption period in quantity identical with the interruptible capacity booking, the daily transmission capacity fee shall be 1/60th part of 110% of the annual transmission capacity fee.

If the natural gas is taken in the off winter period in quantity identical with the interruptible capacity booking, the daily transmission capacity fee shall be 1/60th part of 50% of the annual transmission capacity fee.

 

Transmission volume fee

The amount to be paid is the product of multiplying the quantity of natural gas measured and allocated at the exit point and at the injection point of the underground gas storage and the above fee fixed on the table. The transmission volume fee shall be paid in the month following the delivery month.

 

System Operation Fee

The usage of the System Operation service and its paying are compulsory for each party of the gas market using and operating the cooperating integrated natural gas supplying system. The System Operation Fee shall be paid pro-rata, in equal monthly equal installmentsinstalments until the first day of the relevant delivery month.

 

Odorisation Fee

The amount to be paid is the product of multiplying the quantity of natural gas measured and allocated at the domestic exit points,  with the odorant that is calculated based on odorising norm and with the above fee fixed on in the table above. The odorisation fee shall be paid due in the month following the current delivery month.
